About our speaker:

Dr. Raffi Gregorian became Director of the U.S. Department of State’s Office of Peace Operations, Sanctions, and Counterterrorism in the Bureau of International Organizational Affairs (IO/PSC) in July 2012. IO/PSC is responsible for formulating and managing U.S. policy toward and support to United Nations activities in the areas of PSC, including 15 current peacekeeping operations involving more than 100,000 troops and police, and more than $2 billion a year the U.S. contributes to those operations. He most recently served as Senior Advisor and Deputy Director in the State Department’s Office of South Central European Affairs (EUR/SCE), which is responsible for developing and implementing U.S. policy toward Albania, Bosnia and Herzegovina (BiH), Croatia, Kosovo, Macedonia, Montenegro, and Serbia. He was also the U.S. National Coordinator for the Regional Cooperation Council for Southeast Europe.

Other government service includes two years as an historian for the U.S. Army Center for Military History and 13 years as a special duty officer in the U.S. Naval Reserve. Dr. Gregorian also worked as a Senior Analyst for Science Applications International Corporation and Eos Technologies’ Center for Arms Control and Technology Assessments from 1990-1998. He received a Ph.D. in International Relations and Strategic Studies from The Johns Hopkins University School of Advanced International Studies in 1998, a M.A. in War Studies from King’s College London in 1989, and a B.A. with honors in History from the University of Pennsylvania in 1986. He is the author of numerous academic and government publications and the recipient of several military decorations and government service awards. He is married to Olga Palinkašev and has a son and a daughter.
