On March 18, 2026, 15 Delegates and Leadership of UNA-USA were at the Bahai’ Cultural Center in New York across from the UN to present “From Grassroots to Global: The Kentucky Justice Model to Combat Sextortion Worldwide”at CSW70.

The Sexual Extortion/Sextortion bill passed in the 2026 KY General Assembly with every vote YES. It rolled out in all KY public and private (but not religious) schools in August 2025.

A letter was sent to all parents and caregivers.

Thanks to sponsor, KY Senator Julie Raque Adams, who prioritized this bill when Teena Halbig initiated the contact in 2024. It took 2 years to pass SB73 and Teena formed the KY Sextortion Coalition to all work to educate 138 legislators to get this bill passed to save lives. And, sextortion can be a homicide conviction if a suicide occurs within 90 days of being threatened.

Note: Feb. 2025, a 16 year old youth in Glasgow, KY committed suicide – it was an AI generated photo. Now civil suits can be made to hold perpetrators accountable. Sextortion is a crime in KY and becomes a felony with enhancements.

More states and countries can use KY’s Model Sextortion legislation.
